NSW Government guidance lists windows and window locks among items that the owners corporation repairs in most cases. That does not settle every building. Responsibility can depend on the registered strata plan, by-laws and alterations made after the scheme was registered.

Does window replacement need planning approval?

Do not assume that a complete window replacement is exempt development. The NSW Planning Portal says some window repairs can qualify as exempt development when every applicable development standard is met. Replacement work, changes to external appearance, heritage controls and other site conditions may require a different approval path.

Check the NSW exempt development guidance, then confirm the position for the property with the local council or a qualified certifier. Owners corporation approval is separate from planning approval.

Measure the opening and define access

Photos and rough dimensions are useful for an early discussion, but they are not final manufacturing measurements. A site measure can reveal the sill condition, frame junctions, wall construction and finishing details that may not be clear in a photograph.

Why identical floor plans may need different scopes

Some windows may be original while others were replaced previously. Orientation, exposure, sill construction and internal finishes can also vary. Record each opening separately instead of multiplying one assumed specification by the number of windows.

What to confirm about access

Ask what access method the quote assumes and what it includes. Depending on the building, the scope may need to address internal access, common-area protection, lift bookings, loading, parking, resident notice and permitted working hours. Any specialist access arrangement should be confirmed after a site assessment.

Check the window safety-device scope

NSW strata rules require safety locks on certain openable windows when the lowest part is within 1.7 metres of the internal floor and that floor is at least 2 metres above the ground outside. The device must limit the opening to less than 12.5 centimetres.
